Brown ground beef, seasoning with garlic salt to taste. Set aside. Scrub potatoes, peel if desired. Slice potatoes, and put in bowl of cold water to keep them from turning brown. Make white sauce by melting margarine and adding flour and salt to make a roux. Add milk and heat until almost to boiling, stirring frequently. Put potatoes, onions, carrots and cooked ground beef in 9×13 baking dish. Pour sauce over everything and mix. Bake 350 for about 1 hour. When potatoes are tender, remove from oven. Lay slices of Cheddar or American cheese over entire casserole and return to oven just long enough to melt cheese.
